1. Organizational Context
a. Organizational Setting
The post is located in the IP Office Support Section, IP Office Business Solutions Division. The IP Office Business Solutions Division delivers technical solutions and related services to enable more than 90 IP Offices, mostly in developing countries, to provide improved IP registration services to their stakeholders. This Section is responsible for the implementation of projects to support digitized business processes, coordination of support requests from IP offices (helpdesk) for the products and services of the division, the support for cloud hosting for IP offices, maintaining documentation, wiki and online training materials, the business ownership of the software products and authority for change management and the management of external contractors to deliver support and related services.
b. Purpose Statement
The purpose of the position is to take responsibility for activities with assigned IP offices in the Latin American region, managing cooperations, coordinating the agreements and work plans with the beneficiary IP offices, delivery of projects, allocation of resources and coordination of ongoing support and knowledge transfer activities.
c. Reporting Lines
The incumbent works under the supervision of the Head of the Section.
d. Work Relations
The incumbent works closely with all other staff of the Division, in particular within the Support Section and Product Development Section for the coordination of support to IP offices. The incumbent will also need to coordinate with the Global Databases Division regarding data exchange activities and with other parts of the organization for smooth coordination of WIPO technical assistance activities.
2. Duties and Responsibilities
The incumbent will perform the following principal duties:
a. Undertake assessments to conduct business and technical analysis of the requirements and capabilities of IP institutions and to recommend appropriate models for the delivery of projects in the institutions to improve their service delivery and the quality and effectiveness of their business processes. Develop work plans, project plans and related documents to formalize the cooperative projects between WIPO and beneficiary IP offices.
b. Plan, monitor and execute projects for the digitization of IP office business processes, development and/or deployment of complex IT business systems for IP institutions. Produce regular status reports to WIPO management, senior management of IP offices and other stakeholders, as required.
c. Coordinate consultants, contractors and external suppliers to deliver digitization services, software and systems to support IP offices. Coordinate also with resources of IP offices to collaborate on delivery of activities.
d. Partner and manage relationships with and provide ongoing support to IP institutions, using the standard methodologies and procedures of the Division to improve their service delivery and the quality and effectiveness of their business processes.
e. Ensure sustainability of the services provided by the Division by providing knowledge-transfer, training and documentation to IP offices to enable them to become as autonomous as possible in their operations.
f. Keep up-to-date with the latest technologies and methodologies for digital transformation of IP office business processes and service delivery, and contribute to activities to integrate new methodologies, guidelines and procedures into the projects of the Division.
g. Perform other related duties as required.
3. Requirements
Education (Essential) Advanced university degree in Information Technology, Business Administration or related discipline. A relevant first-level university degree plus two years of relevant experience in addition to the experience requested below may be accepted in lieu of an advanced university degree.
Education (Desirable) Certification in program or project management, service management or a related field.
Certification in cloud services (AWS Cloud Practitioner or equivalent).
Certification in business analysis.
Experience (Essential) At least seven years of experience in the provision and supporting of products and services to support complex business processes.
Experience in relationship management and partnering with government agencies, or private organizations on enabling the improvement of practices through said services.
Experience (Desirable) Experience in delivering e-government services.
Knowledge and experience of IP office business processes and digital transformation of business processes.
Experience with the deployment of business software applications in cloud environments.
Experience in provision of technical assistance in developing countries.
Language (Essential) Proficient in written and spoken English and Spanish.
Language (Desirable) Knowledge of Portuguese and/or other official UN languages.
Job Related Competencies (Essential) Demonstrated ability to deliver complex IT services to automate business processes, particularly in the domain of e-government.
Ability to communicate on technical issues with a diverse audience and the ability to maintain effective partnerships and working relations in a multicultural environment with sensitivity and respect for diversity.
Excellent analytical and organizational skills.
Job Related Competencies (Desirable) Sound knowledge of project management and software engineering methodologies.

5. Information
Mobility: WIPO staff members are international civil servants subject to the authority of the Director General and may be assigned to any activities, office or duty station of the Organization. Accordingly, the selected candidate may be required to move from time to time to new functions and/or to another duty station.
Annual salary: Total annual salary consists of a net annual salary (net of taxes and before medical insurance and pension fund deductions) in US dollars and a post adjustment. Please note that this estimate is for information only. The post adjustment multiplier (cost of living allowance) is variable and subject to change (increase or decrease) without notice. The figures quoted below are based on the September 2024 rate of 96.7%
Salaries and allowances are paid in Swiss francs at the official rate of exchange of the United Nations. Please refer to WIPO’s Staff Regulation and Rules for detailed information concerning salaries, benefits and allowances.

* Initial period of two years, renewable, subject to satisfactory performance. No fixed-term appointment or any extension hereof shall carry with it any expectancy of, nor imply any right to, (further) extensions or conversion to a permanent appointment.
The selected candidate will initially be based at WIPO Headquarters in Geneva. He/she may be reassigned to a duty station in Latin America in the future in line with business needs. This vacancy announcement may be used to fill other posts at the same grade with similar functions in accordance with Staff Rule 4.9.5.
