 BACKGROUND

About us 

The International Anti-Corruption Academy (IACA) is an intergovernmental organization with a global constituency as well as a post-secondary educational institution, headquartered in Laxenburg/Vienna. It is the only international organization with a mandate focused solely on fighting corruption through education, research, cooperation, and technical assistance delivery.  It is headquartered in Laxenburg/Vienna and has been established under the Agreement for the Establishment of the International Anti-Corruption Academy as an International Organization (“IACA Agreement”) which forms its constitutive legal basis. 

IACA strives to complement the UN’s work in the field of sustainable development, incl. through project implementation and provision of technical assistance, and to facilitate the implementation of the UN Convention Against Corruption. It is a pioneering institution that aims to overcome shortcomings in knowledge and practice in the field of anti-corruption and compliance. IACA activities benefit public and private sector professionals and practitioners, academics, media professionals, and civil society.

Vacant Post, Type and Duration of Appointment

The Dean is responsible for the day-to-day management of the organization and its substantive programme. The Dean’s responsibilities are of managerial, academic, and political nature (see the IACA Agreement) and are detailed in the Job Description further below.

In accordance with Article VI of the Agreement, the Dean shall be appointed by the Board of Governors for a renewable period of four years. A first performance review will take place after one year.

The selected candidate is expected to start as of 1 May 2026. 

Remuneration and Entitlements

The incumbent will be entitled to an all-inclusive annual salary, commensurate to the level of responsibility of this appointment.

The Dean enjoys certain privileges and immunities under IACA’s Headquarters Agreement with the Republic of Austria and income received from the organization is exempt from Austrian income tax.

Health insurance under the Austrian Social Insurance scheme is compulsory for the complete period of appointment; pension and unemployment insurance under the Austrian Social Insurance scheme may be opted in. Except for occupational accident insurance, insurance contributions are not borne by IACA.

IACA will not cover any costs of relocation at the start, or repatriation at the end of service.

Selection

The selection is subject to a diverse screening-process conducted by the Board of Governors and assisted by IACA’s Secretariat, involving personal and/or tele-interviews. IACA does not cover any of the applicants’ costs related to the selection process, such as for travel.

IACA’s Board of Governors’ selection is final and not subject to review.

JOB DESCRIPTION

Profile

 The Dean is responsible for the day-to-day management of IACA and its substantive programmes. He/she is responsible for the managerial and academic aspects of IACA activities and reports and is accountable to the Board of Governors (BoG). In this function, the Dean oversees the work of all the units of the IACA Secretariat and ensures that produced outputs maintain high-quality standards.

One of the incumbent's primary tasks is to organize and lead resource mobilization efforts of the Academy with a view to ensuring appropriate level of financing of its activities.

As the leader of an international organization aiming at contributing to the global fight against corruption and becoming the leading educational institution in promulgating it, the Dean must be a person of impeccable character and recognized integrity.

The Dean’s place of employment is at the IACA headquarters, though mission travel might be required. Therefore, the candidate must hold and maintain valid national travel documents throughout the term of service.

Duties and Responsibilities

In line with Articles IX and XIII of the IACA Agreement, the Dean shall, in particular:

  1. a)Represent the Academy externally;
  2. b)Ensure the proper administration of the Academy, including human resources and financial management;
  3. c)Prepare the work programme and budget of the Academy for consideration by the Board and adoption by the Assembly. The work programme shall include research priorities, training activities, curricula and tool development;
  4. d)Implement the work programme and budget;
  5. e)Submit to the BoG annual, trimestral, and ad hoc reports on the activities of the Academy and the financial situation of the Academy, including an annual audited statement of the Academy’s accounts;
  6. f)Propose the establishment of cooperative relationships for approval by the Board;
  7. g)Coordinate the work of the Academy with the work of the Parties to the IACA Agreement and other international and national institutions, agencies and networks as relevant taking into account the relevant recommendations and guidelines of the Assembly and the Board as well as advice from the International Senior Advisory Board and the International Academic Advisory Board;
  8. h)Enter into contracts and arrangements on behalf of the Academy and negotiate international agreements for consideration by the Board and approval by the Assembly;
  9. i)Actively seek appropriate funding for the Academy and accept voluntary contributions on behalf of the Academy in accordance with the relevant Board strategies and guidelines as well as the financial regulations;
  10. j)Undertake other assignments or activities as may be determined by the Board.

In addition, the Dean acts as Executive Secretary to the Assembly of Parties, which serves as a forum for Parties to consult on the overall policy of the Academy and other matters of interest under the IACA Agreement.

SELECTION CRITERIA

Applications will be judged against the criteria set out in this section.

Knowledge and Skills

     A strong and proven track record in resource mobilization, including the ability to secure financial contributions and other forms of support from States, international and regional organizations, development partners, foundations, and other institutional donors, and to develop and implement sustainable funding strategies in support of core institutional priorities.

-        Demonstrated successful track record in strategic donor engagement and partnership development, including high‑level outreach, negotiation, and relationship management with governmental and institutional partners;

-        A distinguished record of academic and/or professional excellence in anti-corruption, governance, compliance, integrity, or closely related fields;

-        Exceptional leadership and executive management skills, particularly in steering organizations, managing change, and leading multidisciplinary teams in an international and multicultural environment;

-        Capacity to define and implement institutional strategies, aligning programmes, partnerships, and resources with IACA’s long-term mission and objectives;

-        A broad and active international professional and/or academic network relevant to anti-corruption and integrity-building;

-        In-depth knowledge of global anti-corruption policies, trends, and implementation challenges across public and private sectors;

-        Sound understanding of the operational environment of international organizations, including sensitivity to cultural and linguistic diversity;

-        Proven ability to operate effectively under pressure, manage competing priorities, and adapt to complex and evolving contexts;

-        Ability to foster a professional, inclusive, and performance-oriented work environment, ensuring accountability and staff development;

-        Excellent written and oral communication skills in English.

Education

-        Doctoral degree (PhD or equivalent) or at least master’s degree in a job-related field such as management, public policy, political science, law, economics, preferably with a clear and strong focus on anti-corruption and compliance.

-        Additional (academic) qualifications in a job-related field, knowledge of another official United Nations language at a working level, as well as periods of researching and/or teaching abroad are considered an asset.

 

Professional Experience

-        At least fifteen (15) years of professional experience in areas relevant for this post, with a minimum of ten (10) years in leadership positions.

-        Experience in directing and managing academic programmes, research projects and/or technical assistance activities, and in managing intergovernmental processes, including servicing intergovernmental bodies is an asset.
